I recommend not just sending re-engagement email to those who aren't engaging with the channel, but also think about re-engagement as a strategy to drive people forward whenever they're not advancing in the lifecycle. So even if they are showing interest in the email channel (or any channel), there's an opp to use re-engagement strategy to drive them to take the action they haven't been taking.
Subject line is really important with re-engagement. Some strategies I've seen include first name personalization plus something to the effect of "action requested." Humor is also a big trend for re-engagement! Because you have to get the open in order to get the click.
"Are you still interested?" as a headline and "yes" and "no" buttons (or similar) in a re-engagement email can be helpful in driving action. In a past life, I saw this type of campaign up to a 6% click rate (when teamed with an attention grabbing subject line asking for an action). Now, the MAJORITY of those clicks were "no." Which is fine! Those people can certainly unsubscribe. But there were plenty of "yes" clicks as well.
